The ceremony is jointly organized by the descendants of the Hoang family clan and the local authorities and people.

Around the beginning of March - lunar calendar, preparations were carefully planned. In the years of the Mouse, the Horse, the Rabbit/Cat, and the Rooster, in addition to cleaning inside and outside the temple area, setting up a tent, hanging flags and lanterns, repairing the river wharf, the makers of votive-paper products also urgently cut and paste Long Chu (dragon boat) from 13th March at the lunar calendar.

Long Chu (dragon boat) is made very elaborately, like a real dragon boat, about 3m long, 1.3m wide, the frame is woven of bamboo, the outside is glued with colored paper for decoration. On both sides of the boat is an effigy of a oarsman, rowing a boat, with 5 people on each side. At the end of the stern, there is an effigy of the boatman and many other effigies and artifacts.

The ceremony was solemnly held at Hoang Ta Thon temple, including the main parts: the reporting ceremony, great sacrificial ceremony. In the evening of the same day of the Great Sacrifice, the ceremony of Tong Long Chu (for the years of the Mouse, the Horse, the Rabbit/Cat, and the Rooster). This is a special ritual, with many spiritual steps. When burning the dragon boat, those who come to see the festival will quickly "rob" the unburnt objects on the dragon boat with the concept of taking away and praying for good luck. This is the unique culture of the inhabitants of Dien Van beach.

In the past, the festival was held very excitingly with many unique folk games, especially rowing and swimming. However, currently, the festival part has not been restored./.
